Snowflake Scratch Space

TL;DR
Create a space in Snowflake which allows users to experiment in Snowflake, without needing to worry about RBAC controls, or database organisation. Old objects in the space are automatically cleared up by a Garbage collection mechanism.
Rational
- to have a safe place to play around with data without effecting production data / processes
- Currently these kind of experimental objects are spread throughout the entire account, and difficult to find or keep track of. This leads to a lot of clutter.
- to know where you can and have permissions within which to create tables / data
Implications
Other than Garbage collection, there is little monitoring on this space. There could therefore be an explosion of some large tables, however, this would be quickly rectified by Garbage collection unless actively, and regularly retained by the creator.
